3.2.2 Dutch. The rules for Dutch are based on names appearing in the Netherlands, South Africa, and the Dutch Provinces of Belgium. The language of the Netherlands was written down and codified in a relatively straightforward way based on its pronunciation over a thousand years ago. The phonetic system has changed somewhat, but fortunately in a more or less regular way. The linguist has developed a set of 92 rules, all at the phonetic level of analysis.
